Technically they have lost the data; however, if the data would have been encrypted then it would have been invaluable to someone else. An encrypted way of storing data is safe and protects the public if the data is lost or stolen.
The government has procedures in place to make sure data is more expertly protected. These policies are useful but fall short in educating the individuals who need to use them. In short, the government needs to educate their people about the consequences of losing private data.
